Fast and Charge TMs
What is the best use for both fast and charge TMs? In general... Also, personally I have a bite/twister Gyara, a sw/hb Dragonite, a lick/bs Snorlax amongst several others that have less then sub optimal movesets.

I know D'nite is not the beast he used to be but still my favourite generalist attacker.
I haven't got a lot of TMs despite the huge number of legendary raids I've done but my first TMs went to my 4 HB (3 SW and 1 DB). I was lucky enough to get Outrage on each of them first try. I'm now the proud owner of a nice Dragonite army and I don't regret (3 DT/O and 1 DB/O) ;-)
My rule is to use a Charge TM only when a mon has the absolute worst of the three possible moves AND the mon is useful/meta-defining overall. In the current game design, that translates to attackers. The game is markedly stingy when it comes to giving out charge TMs to me (others are somewhat luckier, I hear), so I hold on to any until I absolutely need them and am guaranteed an upgrade whichever way my luck goes.
Examples would be
- Dragonite HB to either Outrage or Hurricane.
- Ttar FB to either Crunch or Stone Edge.
- Machamp HS to either CC or DP.
I wouldn't use a charge TM on a mon that's not really all that useful, has a very specific use, and/or has easier evolution requirements. Examples of these would be Houndoom or Piloswine. Both are very useful mon for specific opponents but not really meta-defining overall and require only 50 candies to evolve.
I also wouldn't use a charge TM to get a better defensive move right now because of the ways gyms currently work. That might change. (We can hope.)
Fast TMs are easier because (except for legacy moves), you're guaranteed to get the other move. And GamePress (and other sites) tells you which is the better of the two to have. Plus (again, at least for me), fast TMs are bit more common.
The TL;DR version: of the three you listed in your question, the only one I would TM is the Dragonite, and I'd use both a fast and charge TM on it. Guaranteed upgrade. Then possibly the Gyarados if you have extra charge TMs. But there are better attackers out there. Depends on if you enjoy that mon or not. I would not touch the Snorlax.
Really depends on how much access you have to charge tms. I wasn't particularly lucky with them but I have only one Rhydon left to change SE into Earthquake after the birds will dissapear.
I changed Muk, Gengar, Magneton among others to get the best movesets and got them all in the first or second try. On my Cloyster it took me 5 charge TMs to get Avalanche.
