powering up and IV

What if a pokemon has 15 defense and hp stat but the attack stat is lower? I saw that video where a pokemon quick move damage output is maximized before the pokemon level. What will be the difference between the pokemon with IV: x/15/15 vs 15/15/15? Is there a point where you power them up and they have the same performance in battle?

It is usually one level (2 powerups) per Attack Power stat. Says yours is a 13 in Attack it will need to be about 2 levels higher (4 powerups) to reach the same breakpoint as one that is a 15 in Attack. Not a big deal really.
