Idea for cheaters
So i have idea what to do with cheaters, so as not to interfere with the normal game players, And give Niantic, "potential customers and players to beat new records". Idea is:
1. Spoofers can't get ban which block its accounts.
2. Spoofers get a ,,ban'' which block possibility to put pokemon in gym and when he fight in Gym his wins do not reduce motivation pokemons in gym. So spoofer can fight in gym, can participate in raids, can catch raid boss, legends and normal pokemon, but can't take control on gym, can't beat gym, and it's fight don't reduce defenders motyvation. So their actions did not affect the actions of honest players, but they will be able to continue to play and spend money on the game (which is definitely Niantic). What are you thinking about this? And a little question; Does anyone know where this idea can be sent to Niantic?

Why would spoofers spend money on the game if they can't battle? And sometimes people here forget that there are people that can not play because there is stop near them, people don't ask ''Hey! what pokemon do you have?'' they ask ''Hey! how many pokeball do you have?'', and spoofers that are middle class in a rural or suburban area, can afford to spend some cash in the game.

Show us some data proving that spoofers spend as much money in-game as non-cheaters, then we can talk. Because the intuitive thing to think is that since spoofers are willing to cheat to make the game more appealing to them, they are also willing to cheat so that they have to spend zero dollars on the game.
The spoofers that I see at 3 AM in my local gyms don't remotely fit the profile of "rural player who doesn't have enough local gyms around to compete in." The profile they fit more closely is "botter with 90 bot accounts raking in coins".
Not like the above replier is saying something we don't know--there are places where NOTHING spawns. Some people live in those places. Thankfully not me, I have 15 pokestops within 0.33km of my home--4 of them gyms. Niantic doesn't care about players in inactive areas, why should they care about Niantic?
I live in an area where absolutely nothing spawns, although there is a park with 10 stops and 3 gyms 3 miles from here. But I don't spoof there, I drive to the park and walk there to play. I use incense if I have the desire to catch mon at home.
There is no excuse for spoofing or cheating in general.
I know i would be called spoofer when i wrote that coment so its ok, but realize that depending on the country 10 to 50% of the population live in rural areas, in my country is 36%, plus suburban areas it can reach more than 50% easily, that is a lot o people to be cut off.
I live in a area with countless pokestops and 14 gyms that i can see from my bedroom so i'm not trying to justify anything, but sometimes people just wanna play, maybe buy some bag space, mon storage or incubators, lures why wound't they?

Your idea isn't bad, you might try Niantic customer service or address the company reps (Niantic Indigo or George) on the TSR subreddit to submit it.
I have another idea: Give spoofers their own PoGo "universe" where they interact only with other cheaters. As soon as Niantic flags their account (and yes, they know who cheats) they get transported to a special PoGo just for cheaters, which looks identical to the real game. Let them do whatever they want, they will only be cheating other cheaters, LOL. Niantic can add the total users in both "universes" to impress advertisers and other sponsors.
