It cannot be done, the best attackers into jolteon are Rhydon and Golem, not counting swaping and energy loss, Golem would take 195.8 seconds and Rhydon 194.4, the timer on level 3 raids usually starts at 180, realistically they'd take about 220-230 seconds (Wasted energy when your pokemon dies and time to switch pokemon or ir switching when dying), this is with level 39 pokemons with 100% IV's

All of its good counters are slow... you'll almost always time out.

Pretty sure Jolteon is next to impossible. I may be mistaken but there are no videos out there of one player soloing one. That may change with time though.
