Which Moltres to Power Up?

I was able to catch 2 Moltres during the event, and I'm going to be totally busy today and will be unable to catch anymore.

att/def/stam
13/10/11 -- 76% IV
10/15/12 -- 82% IV

The first Moltres obviously has the higher attack IV, but only by 3. The second Moltres is undeniably more bulky, but does the difference in DPS make it not worth powering up?

Both have FS/O, so moveset isn't a concern here.

If you want to max him, I would do the first one, with higher attack (just in case there would be a breakpoint at level 37 or 38 for some important Moltres matchup). But I'm sorry you don't have a better one.

If you want to power up just to level 30, than I would do the second one.

I do plan on just doing it to level 30. Why does that change your answer?

Because the expenditure over 30 is high. So if you decide to jump some breakpoint for a certain boss in the future, and find out that with one ATT stat you have to go to lv33 while the lower one requires you go to level 37 it will be a very expensive endeavor.
