Trying to figure out where to put my resources…

I never used to bother powering-up attackers, as my favorite thing was prestiging, and I could always take down gyms using Mons I caught/evolved at higher levels.

Nowadays, raids are the only part of the meta I really enjoy — what's the point of taking down a gym just so you can be the first one kicked out, when you can just walk by and put any crap in there for free?

So I figure I should just try to make an army of good raid battlers. Is that what everyone else is thinking at this point?

If so, my conundrum is what that army should look like. Are you all trying to max-out guys for the best performance, or just have a bunch of solid level-30s?

I currently have 931776 dust. I spent some past dust hastily — and, I'm sure, unwisely — on power-ups between try-one and try-two of a raid. I recently hit level 35. I have 15 fast TMs and 8 charge TMs.

My biggest hurdles come in the form of Tyranitar and Dragonite candy. I've got a level-33.5 3314-CP B/C Tyranitar. Before I power that one up further, I'm working on a B/SE that I've got up to level 27, 2801 CP. I have a second level-20 B/C that I could start powering up either once I max those two out or once their power-up price is too much.

I have a DT/OR Dragonite maxed-out at 36.5, and 100 candies that I could either use to evolve one or just power-up a level-12ish DT/OR with low IVs.

I have decent resources for most of the others. I have 15 Machamps (two C/DPs at level 35.5 and a bunch of other high-levels that aren't so powered)
.
I have 6 Omastars, none with the legacy special or great IVs, but a couple with good fire-counter moves. Should I put these guys in or try to power them up first?

I have 27 Rhydons and 15 Golems, some with IVs in the 90s. How many should I actually plan on using?

I figure I"ll power-up my Articuno and Lugia if for no other reason to impress my friends. But I'd be interested to know what else everyone is powering up these days.

Right now I'm focused on powering up:
Dragonite - as a generalist
Tyranitar - double dark is good against lugia except when it has hydro pump and also it helps on most level 3's
Golem - with double rock moves
Machamps are great
Also I'm powering up lugia.
Articuno I'm gonna wait until dragonite raid is released
I'm also looking to boost up move specific gyarados such as double dark just as a good filler in the 6 instead of using a lower level or lower IV mon which may be ideal but is just too low
thats about all I'm looking to boost right now.

If you have a good iv Omastar, i would power that up. Double resist against Moltres and double SE hits with rock. Water gun + Rock Blast is the moveset you want. Ancient Power sligtly worse but usable.
One double rock Golem is needed, great against legendaries.
Im going to wait with my 900k dust until raid bosses rotate, and then mass power up. For example if Dnite is next raid boss, im buffing up my Articuno. Right now Ice type is not needed, so no point buffing it yet (other than showing off to your friends).

I have been debating this as well. The thing about the raids is that there are only a couple that require 6 good attackers to solo. The rest are either easy, or require more than 1 person.

I think it makes the most sense to focus on Pokemon that can be used in a lot of situations, like Tyranitar and Dragonite. I have a maxed out crunch Tyranitar, so I think I will focus on one with SE.

Outside of that, I don't think you really need more than one solid Pokemon of each type and some supporting level 30s. A nice Golem and Rhydon wouldn't hurt.
