Is there any way to know if there are other players ready to fight a raid boss before spending a pas or not?

Aside from seeing people physically being present next to you with their phones, no.

You could try the raid beacon but its usefulness varies from area to area. You could also try a discord in your area.

This is the main problem with raids right now.

Just use your eyes! Works a treat for me. Of course does not seem to work if you spoof! Maybe thats the point.
