How much time between quick attacks when attacking gym?

I dodge everything so ideal movesets are different for me. Confusion would be better than zen headbutt for example because i can only use each of them once between dodges

That depends on who you're attacking and their moves. You should be able to use Zen Headbutt 2-3 times against many Pokémon with slower fast attacks. With slower fast attacks being ideal for defending, that's what you should prepare for when going into a fight. In general, the faster your fast attack is the easier it is to dodge while damaging the enemy. There are a few exceptions in certain situations like what you pointed out that you might be able to use either of the moves once but not twice, and that could actually make Confusion theoretically better. In most cases however this is not the case and that's probably not how you should optimize your Pokémon.

Its not possible to use zen headbutt 3 times even against the slowest moves like bubble and confusion. 2 isnt possible consistently neither at least not with consecutive successful dodges.
The answer to the question depends on the move your using and the move of the defender. Some defensive moves are slow so you can squeeze more attacks in and other moves are fast so you must attack less. I fight ALOT in gyms...
For example against Dragonite's with WA and a Dragonite's with DB I can squeeze 3 frost breath in on a wing attack and only 2 consistently on DB. Using my Dragonite with DB/DC I can get 7 attacks in on a WA and 5(maybe 6 sometimes) attacks on DB. So it depends on both quick moves. I classify quick attacks into three categories on both def and offense and each category will allow a different amount of attacks in between successful dodges.
Whats even more interesting is I can squeeze in a DC between succesfully dodged WA's while DB will catch me before I can dodge.

Wing Attack is not a move for Dragonite. I think you mean Steel Wing. I have DB/DC and logged in a lot of gym fighting time. Trying to get 7 DB in between each SW without getting hit is pushing it. The safe amount is exactly 5. And 5-6 DB between a DC without getting hit consistently is also unrealistic.

Yes i meant Steel wing my bad. Well I though Confusion and Steel wing were the same time between and Im pretty sure I can get 7 DB or Bites in between Eggy confusions. Ive been using my new Lapras on dragonites lately so I can be mistaken but 6 is for sure possible on steel wing. Its possible I tap 7 but only 6 go thru but I pretty sure its 7. Im gonna test and get back to you on this.
The two second gap between hits starts when the flash shows. Some quick moves the flash is early in the move and with others its late. So in the case of Confusion which has a long wind up the flash is very late thats why you can get more hits in on this then other quciker quick moves...

I dont know why you got thumbs down. I was looking for an answer like yours haha

But yeah confusion takes 1.5 secs and zen headbutt like 1 second. I havent met any pokemon where i had 2 seconds to attack. Like i can only use pound 3 times against SW dragonite and that takes 1.5secs and i feel like i only have like .2-.3 seconds to spare.

Still need to test it though

Okay if you had to pick between an exeggutor with zen or confusion for attacking while dodging all attacks, which would you choose? Secondary move is psychic which i prefer anyways

If you dodge everything than confusion. I dodge almost everything but I don't dodge as much with eggy. It takes too long to finish a defender if you dodge everything. So I prefer ZH because it charges up secondary move quicker. On the other hand I dodge everything with my quick mons like DB/DC Dragonite
