Not a single new raid since 6pm PST...anyone else see the same in their area?

Yeah all raids stop at 8 pm now, so the last raid should start at six.

We had raids, including Articuno, that lasted until after 8:30 pm EDT.

I think 7pm is the new cut off for start time

It must vary. I saw one going until at least 830pm.
