What happened to this Charmander?

I noticed this on some pokemon.... i think it is them trying to show glare in their eyes. I have Dnite as a buddy, when you rotate him his eyes turn normal. The Balls definitely look better now too.

Based on how creepy he looks I think it's safe to say he's responsible for spark going missing
