Shadow claw gengar
I have two gengars w shadow claw
The first one has SC&SB 56iv lvl24.5 it's atk iv is only 2 or 3
The second has SC & DP 47iv lvl 24 w a 12 or 13 atk iv
Should I power up the first or wait and try using a charge TM on the second in the future and power it up?
Or should I not take either to lvl30 because of the bad IVs?

If the IVs were better I would say to power one of them up. I have a Shadow Claw and Sludge Bomb gengar and I love it. Fantastic attacker. However, those are horrific IVs, even in this new metagame where IVs and CP don't matter as much.
You're better off doing a Gengar raid and catching a new one.
Hex is suboptimal, but not by that much! SC has greater damage, but Hex does have better energy gain, allowing you to fire some more shadow balls and sludge bombs. A high IV Hex gengar is better than a low IV shadow claw gengar
