tm espeon to confusion?

I am well set for raid attackers in most departments except psychic. Would you burn a tm to get confusion vs zen headbut? is it that much better in the real world? 96iv level 20.

I would not, especially if you dodge.

This. I prefer Zen Headbutt since it's cooldown is shorter and it's DPS and EPS are just slightly less than Confusion.

I have both C/FS and ZH/FS Espeons. I send in the ZH against Machamp raids because it's easier to dodge charge moves. This outweighs the higher DPS confusion.
