Because there's only so much you can do with the base stats from the main series. Onix's stats suck there too, it's only good stat is its defence.

OK, but why Rhydon got attack from 186 to 222? Is it now also from the series? But by some other formula for special attack? imho they should have add stamina to Onix and make it like Chansey - annoying :)
