Can unique move sets be made combining with legacy movesets?

If so, can any combination be made that is stronger than the current move set or provides an adventage to a particular poke?

Yes.

A popular choice is teaching a legacy dragonite with DB a new charge move. DB/Outrage might be its best moveset for attacking.

KC/DP, C/XC Machamp's (and even KC/CCombat)

WA/Oh, FS/FT, AS/FT Charizards

Dragonite:
