What IV mon to power up?
I usually only power up mon above 90%.
I have some mon with best move sets, but those IV are mostly 82%-89%, are they worth to power up?

I've powered up 2 80% Machamps with C/CC when gen2 dropped...(they were level 25 and 29)...
I needed to deal with the Blissey walls back then...still useful now for raids, but with the new system and large dust requirements to get counters for everything, I've been trying to be more selective...
Movesets will certainly trump IVs...and I'm a self admitted IV snob.
Also, as play more and more (36+), eventually more high IV mons will show up just due to your immense grinding...(esp level 40 types who have tons of high IV stuff).
On the one hand, tests have consistently shown that IV's don't matter all that much on attackers. Sure if you are right at the tipping point of your quick move giving one more damage, but otherwise not. This suggests that we shouldn't be so hung up on IV's, or at least focus on attacking IV's rather than overall IV's. The strict IV focus was for a meta where every cp counted for gym placement. The difference between a 82% mon and a 91% mon in the current attacking meta should be negligible in most cases.
On the other hand, one could argue that TM's now make it more attractive to get a high IV mon regardless of moveset, since movesets can always be changed, while IV's can't.
In the end you do what you feel like doing.
