Evolving Magikarp Question

Which one would you evolve, if you didn't have a Gyarados (shiny or regular)? In the old system, this would have been a no brainer (kinda)(93%). But with the lack of dust, the level 30 is looking more and more tempting, even more than the rare shiny (maybe if the IVs were higher, the temptation would be more on the shiny).

Level 30, 87% 179CP Mag = 2768CP Gyarados
(Caught/Wild)

Level 20, 93% 119CP Mag = 1855CP Gyarados
(Caught/Raid)

Level 23/24, 36/56% 107CP Shiny Mag = 2065/2112 Gyarados
(Caught/Wild)

I do have a level 32 Gyarados 2825CP (80%), but i don't want that to be factored into the decision of which one should be evolved.

In the current meta, gyarados isn't an ideal attacker. So do you really want to spend 100k in dust to get a 93% gyarados to level 30 that may not get used? I have 3 garys over 3k in CP (DT/OT, DT/HP, and DT/CR) and I have not used them since raids were introduced.

I guess the real question is, the level 30 (lack of dust), or the Shiny (trophy, and nothing else)

I would just evolve the shiny just to have it. Trophy pokemon, nothing more than that.

I had four others already dusted to level 33: 2 bite/outrage, 2 hydros. After the gym reset I evolved an 80CP shiny and got bite/crunch, pretty useless. I have a 183cp, I'll evolve someday. Save the dust and go 179

go shiny or go home. Because dust or no dust, youre not gonna be using a gary anyways.

Put the bigger Gyarados in a gym, I have 195 revives and ZERO potions. Jolteons buzz through garys.. awesome, but many people can't spare even one super potion to do it more than once
