Are movesets during an evolve really RND?

I was looking back at my mons I had evolved and powered up for the heck of it last fall. Happy to find I already had 3 golems with rt/se with decent iv. I had a lot of candies and high iv geodudes from hatches so decided to evolve 4. They all got crap moves
