Wherefore do you want this Gyarados? It is neither a good attacker nor do you need any defender at all.

I would not invest anything in any gyarados at the moment.

gyrados always seems kind of cool until you realize all the things he can do something can do better including generalist (dragonite, tyrantar, snorlax, Blissey)

better use of tms
tyrantar
machamp
alakazam/espeon
dragonite
golem
exegutor

just waiting and seeing for dueling; basically anything. also by the time you are in your 30's you'll be sitting on thousands of magikarp candy wondering exactly what you are going to do with them.

The other generalist tyra dragonite candy r harder to come by

Magikarp candy on the other hand isnt
But candy n dust isnt the issue because my gary is alredy at lv 37.5

You seem to be hellbent on doing what you want anyway.

I wasted a lot of dust maxing out my 95 IV DT/O Gyarados.
The lack of a STAB quick move is the greatest thing that prevents Gyarados from being a top tier attacker and defender.
Anyway the only thing I use Gyarados for now is Rhydon and Ursaring. If I had enough vapes, I wouldn't even use him against Rhydon. And Ursaring isn't a raid boss.

I only use Gyarados when Rhydon doesn't have Stone Edge. Gyarados actually resists all of Rhydon's moves except Stone Edge.
Also, I use Gyarados against Ursaring because of his resistance to all of Ursaring's moves (except Hyper Beam, which is the easiest move to dodge anyway)

Nowadays lack of dust becomes an issue.
B/C Gyr will be the poor man Tyr.
Good against Zam, Genger, m2.

Go ahead.

The problem most nay-sayers aren't thinking about is that Gary is about level 37.5

Dust and Candy just from level 30, is 103,000 and 116 which means you might not want to invest in a new pokemon to that degree.

For Gyms, I'd TM him because of his level.

For example I went over to pokebattler and tried a Level 30 Vaperon and Level 37 Gary vs a Level 30 Charizard.

The Gary outpreformed.

I wouldn't suggest using a TM on a level 30 or below Gary, but if you are 35-40 and have a maxed out Gary from before the Gym change it's going to be a decent pokemon to use
