Espeon, umbreon or leave to chance?

631 CP, 14/15/15 3500 dust.
331 CP, 15/14/15, 1300 dust.

I have these two eevees. How should I proceed with evolving? Should I turn one into an Espeon and pray for C/FS? Or let random chance take over? I have an Espeon with C/P already at 95.6% IV. Use TM and hope for FS on this one?! Candies are no issue as I have over 1500

Definitely NOT Umbreon.
I would evolve 631CP to Espeon. It Will be a great attacker and not much Stardust required to hit lvl30. Leave the other Eevee alone except If you don't already have a good Vaporeon/Jolteon/Flareon.

CP 631 to Espeon. TM if you get Psychic.
CP 331 to random Gen 1 Eeveelution.

I would send one of those to Umbreon as a long-term project, just because Umbreon is so damn cool and is a competent defender in the current meta. I still like the idea of throwing cool defenders on gyms, even if gym defense isn't currently very competitive/important. Espeon and the others are certainly more relevant for raids.

The first one has IV balance for Umbreon the second has IV balance for Espeon, Flareon, Jolteon.
