From what I know, raid pokemons that you get to catch are all level 20. and have the same mechanics as a hatch, with their IVs ranging from 10/10/10 to 15/15/15. You can never have enough Tyranitars IMO. I would say go out and look for Tyranitar raids, while also looking for 3/4 star raids which can award you TMs so you can power this bad boy up after you get a good moveset.

Just got IT/FB on my 1st T'tar. It's 93 IV, 15 attack,14 hp, 13 defense. It it worth powering up to use in raids until I get 2 TMs? Or wait to try to catch one on a raid and power that one up? I've got 108 candies left....
