Meh iv & hp vaporeon or a p.good poliwrath

Vaporeon, I would not power that up though. You will definitely hatch/find better evees.The poliwrath on the other hand is very good on defense and is a keeper. Bubble on offense is really, really slow though.

Aqua tail is fine for offense and defense - it charges quickly yet still does a reasonable amount of damage, and defensively is harder to dodge than hydro pump.

I'd use the Poliwrath for defense, bubble is a pain and not everyone is great at dodging hydro pump.

The vaperon is fine as an attacker, but that attack stat is going to limit how high you can get him.

Keep the Vaporeon where it is and use it for training against large Arcanines.

If you have extra stardust, power up the Poliwrath to put into gyms. Poliwrath's max cp is only about 2500 so it is not going to be placed very high in gyms, but it is tanky and bubble is brutal on a gym defender.
