I just realize that there are reasons behind this >3000 CP high motivation dropping rate

It is a necessary step towards releasing the following Pokémons:
1. CP5441 Slaking;
2. CP4145 Mewtwo;
Imagine how crazy their motivation will drop and it would definitely make gym battle way better for lots of casual player.
So I think Niantic may not want to change cp dropping rate for higher CP Pokémons.
Final thoughts: this gym battle system is the beginning of Niantic's push to attract back more casual players. I think they realize that retaining only high level players will not make much money in the long run.

It's been said that you cannot use legendary pokemon to defend gyms so mewtwo isn't the reason i guess. As for slaking they will probably give it some really terrible attacks to offset the stats like in tha main game.

I don't think it's casual vs hardcore (raids are definitely not for casual players) but more how they wanted the game to be played in the first place.

They want to create a more dynamic gym sistem that rewards legwork and coordination (even without a built in team chat, lol) rather than having the strongest defenders and keeping a gym for a couple of days

The dumb thing is that 2999 Blissey is simply TONS better than 3000 Blissey...

I still think this will change as everyone's hard work, etc is wasted on 3000+ Snorlax, Blisseys...and this idea just sounds idiotic to me.

If they wanted, they can just have it drop 10% > 3000, then once the mon drops below 3000, go back to the 1% like every other < 3000 mon.
