When can I assess my pokemon

Hi lost my old pokemon character and had to reinstall pokemon go. I am now level 10 but have not been able to get my pokemon assessed. At what level is this feature unlocked, or do I need to update my pokemon version?

Did you choose the team? Appraisals are on after you pick a team.
You pick a team at a gym. Gym are under constrcution right now :).

It would be good if you got it at lvl20...so collectors can know if they get a perfect mon.
...but you need to join a team, as mentioned by razvan
