Are prestigers useless now?

Since Niantic has now confirmed that you don't need to power up friendly gyms in order to open up new slots, does this mean that mid-tier pokemon ( <2000 CP) are now useless? I've been carefully manicuring my Pokemon that I use often for prestiging, but don't see how they will be useful after this patch goes live.

Do you think that Niantic has a plan for keeping Pokemon out of the top tier viable, or will everything but the very best be useless except to farm for xp and stardust?

Read an idea somewhere that Pokémon might lose motivation faster the lower the cp the attacker has. Speculation, but I'm holding off till I know for sure.

Imagine: Gym with 3000CP RHYDON

A: attack with 3000CP Vaporeon = Rhydon loses 100 motivation

B: attack with 1500CP Vaporeon = Rhydon loses 1000 motivation

The lower cp you attack, the more motivation the defender loses because it is a measure of humiliation

Definitely an interesting idea - that would make battling an enemy gym similar to prestiging before. I'm really looking forward to testing this out once the patch goes live.
