Yes they are influenced. Don't bother using them in rural areas. You will be disappointed. Try in a diverse area.

I used all my modules at pokestops that were near piers / water because I wanted to have water pokemons, and yes I was lucky to have a few dratinis by doing so.

Yeah, lures and incenses are dependent on where you use them. I'm lvl 31 and I haven't used any of either - I plan on saving them until I travel to a region where I can get some useful pokemon that are pretty rare where I live (e.g., Exeggcute, Growlithe, Poliwag, Dratini).

Yes, they are influenced by location. Use them in your place's "farming spots" to make full use of them. It was also found that if you use them in a place with no spawns AT ALL, they will give you completely random stuff. Worth trying of you are rural and can find a place like that.
