I don't know, Becuase of his low attack Stat his Att ivs are the most important. So personally I would but I love steelix so...

Don't evolve it. Onix is in 5km eggs but still a rare hatch.

Yes.

I've hatched a couple of them from 5Ks recently, including a 93% one. So yeah, they aren't so hard to get that it's worth evolving one with bad stats.

Wait for the rework ، if it became needed it evolve , if not wait till you hatch a better one or catch higher level as 26 is bot high enough to justify low IV

No, its IVs are terrible

Only evolve if the IVs are in the 90+% range and hope it gets the desired steel moveset which does nicely when prestiging against a snorlax almost double its CP that uses moves that steelix can resist like a pro.
