Shavers nightmare
Once gym build up to level 10, nobody from same team can put or add any Pokémon untill the gym been totally take down. So, you want to shave, take dwon the whole gym.

While I hate shavers like any one else , I don't think this solution is the best , if the gym reached 10 and then other teams reduced , it will keep reducing without the current ability to do any thing even if this happens throw days or weeks , that doest sound fair , the defenders will always be weaker like that
This idea is not bad. It also offers interesting tactical possibilities. There are two stagnant level 10 gyms in my color, red. As I do not shave, I have been locked out for weeks. I would like to see them taken down by blue, but they are too lazy. So I take the neighboring blue tower down. But not completely, where it just would be taken back within a few hours. I leave one level, reducing it to a blue stump. Now nine blue players can't get into their old gym and finally have to man up and attack the stagnant gyms.
Yeah, taking it to level 1 with 1 Blissey and < 1000 prestige just takes 2 or 3 fights to open a spot again...
Even I'd not mind prestiging it since it's only 2 or 3 fights and even if you get gym sniped (you actually want that if they stick something lower than the Blissey, you can make more spots easily...)...Esp if the CP is very high since the thing left was the highest CP mon in the previous gym...
If it's a Dragonite or T-rex, that's a guaranteed 2 fight for me and after those 2 fights, it's back to being a lvl 2/3 gym and you can prestige to your hearts content...
I currently have mons, no gym spots at all so I agree that full gyms should allow you ways to still interact with it.
To stop shaving, for me, is to add cost to this behavior. There are only two costs that I know for now. Time and potion. Add both, will kill it, add one will slow it. Before we fight against enemy in front, we have to solve the shooting from behind. The shooting will not kill us, but it kills the wish, the wish to stay in the battle, or the wish to stay in this game.
