also good against gym stagnation, alternative once a gym gets to level 10 only those 10 accounts can be in the gym until it is totally taken down.

While I hate shavers like any one else , I don't think this solution is the best , if the gym reached 10 and then other teams reduced , it will keep reducing without the current ability to do any thing even if this happens throw days or weeks , that doest sound fair , the defenders will always be weaker like that

This idea is not bad. It also offers interesting tactical possibilities. There are two stagnant level 10 gyms in my color, red. As I do not shave, I have been locked out for weeks. I would like to see them taken down by blue, but they are too lazy. So I take the neighboring blue tower down. But not completely, where it just would be taken back within a few hours. I leave one level, reducing it to a blue stump. Now nine blue players can't get into their old gym and finally have to man up and attack the stagnant gyms.

When our worst problem is shavers, we have won!

Spoofers with multiple accounts filling every gym, thus locking out everyone, is the biggest problem niantic has to fix.

Great....the last small percentage of players will stop caring about gyms because they cannot keep a gym more than a day.

My favorite idea I've read is not kicking a pokemon until the gym drops to the next lower level. i.e.: #10 kicked when the gym drops below 40k prestige instead of below 50k prestige.

This does need something to still/even more be done to prevent 10 Blissey towers.
