Better Defender?
Assuming both are the same IV and powered up to the same level which is better as a defender.
Slowbro - Confusion/Psychic
Exeggutor- Same Moves
Also I don't care that Exeggutor has higher CP to get a higher spot in the gym. Just which is going to inflict the most damage before fainting.

Slowbro without any doubts. Exeggutor on defense is just weaker version of Slowbro.

Better def stats, has little to no counters (whilst even super common pokemons like Parasect counter Exeggutor, not talking about elite attackers)
Exeggutor
Higher attack, Higher CP (this apply only if you live in area where gym battling is "frozen", thus gyms are level 10 full of 2300+ Pokémon)
Verdict: If you live in the mentioned "frozen" area Exeggutor is better. If not Slowbro is better.
