Defensive Exeggutor worth powering up?
I have been looking for an atk exe to be my main power when attacking water, however I got confusion and psy after evol. I just wonder people's experience on how its defensive performance is, and should I power it up to defend?

If anything, you should power up defending pokemon over attacking ones, CP is much more of a factor to defending pokemon than it is to attacking, because it has them placed higher in the gym, as for "performance" no matter the pokemon, any attacker persistent enough will be able to beat any defender, Confusion/Psychic is a very good defending moveset, but I rather have defending pokemon with 2 different types of moves, as any competent attacker will try to exploit type to it's advantage, and having an attack type that it's out of their expectations will help your pokemon deal more damage than it would, even if you don't always get STAB.
Having said all that, you should deffinitely power that one up for defending.
Most definitely....assuming he's got great IV's. I really don't power anything up from lvl 20 unless it's got 90%+ IV's, or maybe 85% depending on how good of luck I've had with that particular mon, and depending on the ATK IV.
I feel like I'm beating a dead horse telling everyone this, but the moveset doesn't really matter that much...especially with a mon like Exeggutor where there isn't really a bad moveset. CP is much more important.
At the end of the day, whether you made the attacker use 2 potions or 3 won't affect you. What will affect you is being as high up on the totem pole as possible to collect rewards
