Evolve Squirtle with good moveset or good IV?

I never know which one to choose as it seems an equal chance I will come out with a bad moveset. I'll be evolving this Squirtle all the way to Blastoise.
The dilemma:
570 CP Squirtle at 93% IVs
Tackle and Water Pulse
553 CP Squirtle at 84% IVs
Bubble and Aqua Tail

The moves will change anyway when you evolve it, so evolve the higher IV one.

Not sure I understand the question... it doesn't matter what the Squirtle's current moveset is, since the moveset will be completely randomized when you evolve it to Wartortle, and then once again when you evolve it to Blastoise. With that said, I would just evolve the one with the best IVs and hope for a good final moveset.
