Unown - Different Hidden Powers

So, as most know by now, every lvl below 30 sees random mons, but above are supposed to see the same IV/MS/CP, but as someone pointed out last night. Several lvl 30+ players caught the same unown, and IV and CP were the same and the moves were both "Hidden Power" and "Struggle" but the types of hidden power differed. e.g. One trainer had a ghost type hidden power, another bug, and another rock.

Does anyone know anything about this?
