Phone upgrade paranoia - where is your progress stored?

Has anyone been avoiding upgrading their phone because you're terrified that you'll somehow lose your PG progress?

I know you can "back up" your phone, but it doesn't always seem to save everything the way it should, in particular games.

Does anyone know definitively if your progress is stored locally on your phone, or on PG's servers?
