I have a same one around 1000 CP and decided to not evolve it, it is a good prestiger against Omastars/Kabutops, but the dodge bug has been causing problems.

That's a good CP to have. I'd rate Tangela over him (a good IV hatched one is usually 1230-1240 CP or something) because Tangela has better typing for Rhydon but otherwise they both perform similarly for Vaporeon.

A 1256 CP Ivysaur, though, is around level 30.

Ivysaur with V/So has always been a good prestiger.
Ivysaur with V/Pw after Gen2 change is also just as good, if not a little better.
The move changes that crippled Petal Blizzard also suped up Power Whip.

I used a much lower cp VW/PW back when the game was still somewhat new and I liked him he was very strong.
