Which Lapras should I power up
The water event was good to me.
My main dragonite killer is a iv82 lvl31 2200CP Lapras. I also use my iv48 lvl25 1710CP Lapras that I caught in the wild. I have two possible candidates to power up as well, I hatched them both so their both level 20. One has a iv 87 w IS&IB and the other is a iv 88 w FB&HP. I have 56 candies how should I use them?

My Is/Ib is 2223 and I have a Fb/B at 2190 and I use them both regularly (I have just come back from taking out 3 gyms where they got a good run out)
I prefer my Is/Ib because of the Ib, as it often take 3 Ib to kill a big DNite, and a single Blizzard doesn't get the job done. Waiting for the second Blizzard can be costly on potion.
If I had a Fb/Ib...then that might be my fav, but I don't so Is/Ib is my go to Nite killer.
I am fortunate to have another Fb/B that was hatched, and is not leveled up, that can be used for prestiging - but for that job I prefer a Cloyster because of the high def stat.
Like you, I have a high level, high IV FB/B Lapras as my main dragon killer. For that one though, there is no reason to power it up higher. It's already great at what it does and can be useful for Prestiging.
I also have a backup Lapras with good IV's and IS/IB like you. It is very useful to have the second one in my line up when I encounter gyms with 3+ Dragonite in them.
In other words... power up your IS/IB Labras!
With the current gym system, wheee defenders are static, two moves of the same type are preferable, as there are no Pokémon except maybe aerodactyl that are weak to both types.
A common argument I've seen is that vaporeon is a "better" or more time and damage efficient user of WG/HP.
I believe a mixture of the two types will do well in PvP though, as it will be difficult to send in a Pokémon that can resist both water and ice, and it will arguably and potentially be risky to put in a fire type if a player notices that your lapras has an ice move, as it may be packing hydro pump OR if a player puts in a dragonite seeing a lapras with water gun, and said lapras is packing IB or blizzard.
IS/IB is currently ranked lapras's best defensive moveset, and many players value lapras's with two ice moves as they hit dragonite hard.
The popular opinion may be IS/IB > FB/HP but either will (in my opinion, as I predict) useful in the long run.
A third option may be to wait until PvP arrives to invest, as lapras candy are very difficult to obtain apart from walking with a buddy.
How often do you attack gyms with other players? Fights go faster when two or more players are attacking, so multi-bar charge moves are better because they can be used sooner with less wasted damage and energy.
If your main F/B Lapras is already at a usable level, powering up your is/ib Lapras will give you a backup when there are more Dragonites in a gym and a better main attacker for when other players are attacking a gym with you.

I would not invest in the 48% or the water Lapras. Use the CP calculator to compare how much you can power up the two good-IV double-ice Lapras with the candy you have now.
