Powering just for the sake of CP?
My gym scene (at least my team) is getting a bit crazy now, level 10 towers being built from time to time (which is good) but the entry barrier, unfortunately, is 3000 CP. (By that I mean, 2.9k is usually rock bottom, 3k will get a spot 4-5, and 3.1k will probably get to spot 7 (usually lasts a few shave attempts until it goes to spot 3)
There are 3 mons (in fact my only 3k+ mons) I can 'just about' sneak into gyms, but I'm seriously considering investing in a 4th. Current trainer level is 35.
The current 3 are:
98IV Dragonite SW/DC (Level 31) 3113 CP
100 IV Gyarados B/ DP (Level 36.5) 3117 CP
91 IV Rhydon MS/SE (Level 36) 3084 CP
I realise I could well power up that dragonite but I'm going to be digging deep into my dratini candy.
Going down the rest of my CP list:
L31 2916 Dragonite DB/DC (this is a no, as it is 40IV)
And these are all L30:
2796 Snorlax 69iv ZH/BS (this is actually a legit defender, and i'm walking a snorlax now, but taking my lick/HB to level 30 first)
2791 Rhydon 87iv RS/SE (low on rhyhorn candy but still doable)
2785 Gyarados 91iv B/HP (tons of magikarp candy)
2779 89iv B/HP
2778 89iv B/OR
2772 87iv DT/HP
2768 87iv DT/C
Should I focus on one, if any, if my sole purpose is to get a high CP count?
NB: As you may already realise, even my 100iv 3117 Gyarados is hanging on to dear life in this gym scene. Any gyarados i power now will have a lower CP than that. So I'm wondering if any of these are worth powering at all. Perhaps the snorlax, once I've finished bringing my lick/HB to level 30?

Players here some reasonably slack though towers are reasonably stable, but I suspect there are a lot of shavers as they never get knocked down completely. I would've loved to put my Snorlax which is a legit defender. Too bad, at 2796 CP, it will sit as the first one and be worthless.
Heck, if it wasn't of this mess I would've powered my 100IV blissey to have some fun but it will end up with a lower CP than every single gary I have at the same level.
With the gym rework "coming soon," it may be worth refraining from investing in any. What is your daily collect like, and would invest in one more just increase it by one?
If so, a gym rework may remove cp as the determining factor for gym placement, and therefore would make powering up one of these guys a possibly regrettable decision?
I have also taken that into account as well. Therefore I am slightly hesitant. Then again, every day I think about this and not powering up what i currently have, is a lost day.
My gym collect in my current environment is 30 coins a day (with those 3 mons) and 40 if I find a rival gym and take it down.
Will one more 3.1K mon get you a stable 4th gym (plus one for takedown)? If so, go for it ... I'm suspecting a gym re-work will lower the number of max coins or otherwise make it harder to collect - with an apparent declining player base that only gets a temporary boost from events, in must be in Niantic's interest to "stop giving away the store" as far as free coins are concerned.
If you have a mountain of stardust and a number of magikarp candies you are willing o part with, then I think gyarados wouldn't be a bad option. If there is a high gym turn over where you live, then if I were in your shoes I may refrain.
The difference between powering up a gyarados in your scenario would be gaining an extra incubator (if that's what you tend to spend coins on) once every 15 days, and an extra 500 stardust each day. The downside would be the cost of the stardust investment, which would depend on how much is being invested relative to the overall amount. Either way you decide, it may be worth weighing the pros and cons prior to make a decision
If your gym scene is that competitive you basically should look to only power up dragonites or tyranitars. If larvitar is rare like it is where I live, just focus on farming dratini. Powering up Snorlax will still most likely give you a bottom place and while Garry/ rhydon etc are highish cp dragonite has a much higher ceiling with less dust required
I would do 1st, maybe 4th Gya if first one proves beneficial; and grind for 36; play also for now, gym rework will affect all, I find it a too big gamble to stop me play my current needs (and your current need is at least 1 bigger CP mon)
And just to be sure, in your scene a 3000+ cp blissey is useless in defence? She gets shaved from last spot?
Tough crowd there. A 91 IV Gyarados is just enough for now perhaps, & a no-brainer (IMO) with your tons of candy. B/HP is a feasible moveset, and really a Gyarados may have weaknesses, but it will sit above Blissey generally, and some Snorlax, so it has a role as a defender, & therefore as an earner. Your Snorlax is the next option, but you're walking 5k for every candy, so it's a marathon (I know, I walked nearly 2000k to feed my Snorlax family), but there's a payday down the line.
in my place there are also many high cp pokemons but i dont see point to care about cp there so much. if you are first or ten in gym doesnt matter here at least. becouse if someone start attacking it they do so till last pokemon or dont attack at all so you can even add ratata as last pokemon and he can stay there for weeks
