Power up lapras?

I have 1080cp lapras with FB/IB and 50 candys to spend. SHould I power up her? Shes 76% iv. i have also another one at 2200 with ic/blizzard.

Power up the 2200 one - and save leftover candies to keep powering her up as you level up.

1080 is too low to spend candy/dust on. Better off waiting to find a better one (at least 1600+) and use the candies there.

Too many dust and candies.

Power up the 2200 one and keep the 1080 one as buddy
