I've this doubt about how IV influence my pokemon strength, I have 2 eevees, fisrt one 330 CP, 91,1% IV 13atk, 15def, 13stm, 54hp and level 11, the second have 461 CP, 62,2% IV 15atk, 4def, 9stm, 63hp and level 16, which will become better if evolve/power up? All data took from poke advisor.

Depends what you want to use it for. It's very likely that you need it for Gym battles ( fighting, not defending )... that means that you will want to maximise your DPS, ergo, the Eevee with lower overall IV stats is actually better for this role due to having the maximum attack stat ( 15 ATK ). Sure, it doesn't have great def and stamina, but the way things are now, you really don't need any... AI doesn't dodge BUT YOU CAN ! You won't always dodge perfectly so you'll be taking some chip-damage from time to time, but even so, your ATK for maximum DPS output is your most important stat right now.
Either evolve the Eevee with the 15 ATK ( don't forget that you could still end up with a lemon evolution... Vaporeon with Gun + Pump would be ideal, but it's a flip of the coin ) or wait until a better Eevee comes along with 15 ATK and better DEF & STAMINA than the current one.
