Hey, a few basic questions...

At what trainer level can I power up a mon to lvl 30? Is there an easy way to tell a mon is at lvl 30? This is probably an obvious one, but can you only encounter lvl 30 mons in the wild once your trainer lvl has reached 30?

1.5 levels over current trainer level. I use Pokegenie. It's not an app that will get you banned and is very easy to use. This site also has a calculator that will tell you (the IV calc)

You can power up to 1.5 over your trainer level; but wild encounters are capped at your trainer level (through 30).

1 - At lv29 use this site IV calc to know your monster level
2 - From lv30 to lv40 you can encounter any pokémon lv from 1 to 30 (no half level in the wild)
