Any Snorlax is a good defending Snorlax. Just the sight of a high CP Snorlax can turn off some gym attackers. Plus, lick/earthquake isn't all that bad for attacking. Unless you catch Snorlaxes in the wild with any frequency (and think you can get a better one in less than a few months), I'd probably power up one of the high IV hatched Snorlaxes.

Should I power up snorlax with 85% Iv but bad moveset?
I was lucky to hatched two snorlax's from the eggs , but both of them have 1740-1750 cp , 85 Iv and the worst movesets possible ( lick / earthquake ). Unfortunately all my others snorlax's that I caught have really bad iv's and low cp.I really need help , should I power up them , or they really useless with such skills ??

Wait. Lick earthquake Snorlax dont do any damage. Your Snorlaxes are not better than 95% of your defenders at all. Any top 1/1,5 with good moveset will be way better.
You will be happy when you hatch or catch a real good one to have saved those candies and dust. It's not like you have 200 candies anyway. You can barely full power up one.
