Which one is better?

Today I hatched a 100% IVs Totodile but I need to get the candies to make him evolve, the question is: Which one is better, Feraligatr or Gyarados?
I have 91% IVs Gyarados with Bite and Hydro Pump (15 ATK/ 15 DEF/ 11 STA).
My Gyarados is at the max level in which I can currently have it as I'm level 29 and my Totodile, obviously, is level 20.
Do I invest on Totodile?

If it gets WG/HP you can consider it, otherwise no.

... they have different purposes. You can't compare them directly.

Gyarados better generalist and Feraligatr is a better water type (if you are lucky)
