To evolve or wait?

So i basically have a perfect staryu (522cp/44hp/2500SD/2candies and want to evolve her but i have a higher CP staryu that isn't perfect (644cp/46hp/4kSD/4candies) and if having the extra cp would be worth it when evolving or just wait for a higher cp and perfect IV startyu to evolve.

Most important aspect of evolving Pokemon is not necessarily IVs but their resulting move set. A strong move set can definitely compensate for horrible IVs although it is recommend you only ever evolve near perfect IV Pokemon.

You could evolve the higher cp one and use stardust on something else. It would still be a useful Starmie if it got the right moves.
