Why don't evolve it to the Jynx and save yourself the dust? Level 20 Jynx should be stronger than Level 30 Smoochum.

Is this for the entertainment factor (are you trying to use Smoochum for fun) or are you genuinely asking if a Smoochum can take down a dragonite?

Sneasel with double ice moves, sure. HP will be kind of low so some decent dodging must be done but ATT is strong.

Smoochum- I doubt it would do any good. It's base stats are so much lower than Jynx's which is already kind of a glass cannon. I wouldn't even attempt this. Just evolve one and hope you get a good moveset.

Dewgong can work against the lower end nites (sub 2500). I haven't tried using him higher because I have so many cloysters. He would be a better choice than smoochum.
