Should I power up the prime Offensive move set, or the Defensive Move set for Dragonite?

I have two Dragonites with the recommended O and D move sets per the site:
#1 - Dragon Breath and Dragon Claw (Offensive)
#2 - Steel Wing and Dragon Pulse (Defensive).

Which would you guys focus your Stardust/Candies on?
