MS/SE Rhydon as an attacker?

After the Ditto patch, Rhydon became "the best counter to Snorlax" but I never understood why:
A) Lick and ZH are not Normal-type moves. HB and BS are, but EQ is SE against Rhydon.
B) My WG/HP Vaporeon had better results against Snorlaxes than my MS/SE Rhydon (both CP just below 2000).

Is MS/SE Rhydon still a relevant attacker and if so, for which matchups? (Of course, MS/SE Rhydon is also a top defender. My other Rhydon has MS/MH.)

Rhydon suffers from a weak quick move pool. Mud Slap and Rock Smash are too slow to compete even when dealing super effective damage. Not the worst offensively but easily replaced by other stellar options. Hypothetically, an exemplary defender. In actuality, not so much bc as most of us know 4x weak to water and grass

Used to be the case that Snorlax had HB and BS so you had a 5/6 chance of walking into the Snorlax fight winning of without dodging (rhydon wins everything except ZH/EQ without dodging)

After the first fight, if you do know that the snorlax has ZH/BS or even ZH/HB, you are guaranteed the win without dodging (I tend to still dodge the HB, but rhydon should survive)
