How do you have many candies? If you hatch or catch them regularly, I would wait for a better one. If you have nothing better to spend stardust on, you could power it up a little bit. I have a couple lower level ones I prestige with and they do just fine against big Dragonites. With good dodging you can take out a couple with that Lapras as is. I think it more comes down to what your needs and resources are.

I have 250 of candy, I hatched 3 Lapras and all IS / DP and all are over 90%, I need a attacker for drago that has 2 ice attacks, and i dont need prestiger. Im level 36 and I dont have good drago killer ( i dont need 100 iv for atack is is atacker) and diffrence 0-100% iv is just 10%...and i know this is stupid quastion than but i will feel much better when I hear some others opinions :)))

Good moveset but personaly i don't power it up.
My only lapras got Ice shard/Dp (near 82%).
Put some of your others lapras...any one is higher than 80%?

zuum,
It is only "worth" powering it up if you have a plan on how you are going to use this mon.
As a gym defender? Not where I live. Too many spoofers with multiple accounts and very high cp mons. Even the non spoofers have too many high cp.
As an prestige attacker? great, but if the cp is too high it becomes less effective as a prestige attacker.
Have a plan of how you want to use each of your lapras, then power them up effectively.

Depending on your gym situation, I would power it up to somewhere in the 1400-1500 CP range and use it as a prestiger.

Yea definetely power it up in that case. Depending on the CP range of the Pokemon you want to consider keeping the CP low enough to prestige gyms as well. Lapras is quite tanky at low levels as well, therefore can be used as an attacker too at the previously mentioned CP.

If it's still too weak and you solely want to use it for attacking, you can power it up to level 29 or 30. Doesn't cost too much stardust.

Definitely not worth powering for defense. It has a great offensive move set; and IV is less important for offense. I would power it somewhere in the 1400-1800 range depending on your local gym dynamics and the other ice users that you have.
