Charizard vs Pidgeot Wing Attack DMG

I see that the true DPS for Wing Attack on Charizard is 16 vs 13.3 for Pidgeot. Also mentions highest DPS per type for Flying as Wing Attack for Pidgeot as 15. Are these values correct? What would explain the discrepancy? Are the attack base stat for each mon being taken into account for the different values of Wing Attack for each mon?

Charizards wing attack is higher dps but he doesn't have a flying charge move. Pidgeot has both and therefore has higher flying damage dps with taking both into account.
