DPS and Attack ranking for Quick and Charge move

When we look in the two tables, it seems that DPS and its corresponding ranking for the charges are not in line, e.g. when I look at the top ranking of DPS in the charge moves, their corresponding attack ranking is not is the top range, (1) what's the reason? (2) when I look at the table, should I focus on the DPS or attack ranking?
