I wouldnt put any dust into one like this. Move set is way more important than IVs and for something so common like eevee, you can get better ones for sure.
I have over 10 vaporeons and 3 of them has over 85-93% IV with hydro, and i've only leveled one of them.
Edit: but definitly keep all the perfect IV ones though, since they may do move balance again.
man its perfect iv, thats awesome. it is not worthless. Keep vaporeon and even power him up if its advantageous for you. If you do get another strong vaporeon with great moveset, well it doesnt hurt to have two vaporeons. Now you can attack with two which puts off pressure on your main vaporeon. its not worthless. plus in regards to defending, every move seems to be dodgeable anyways so it kind of doesnt matter.

For Vaporeon the chargeable attacks aren't as important as a lot of people make them out to be, even though its water gun is nerfed now. Why? Simply because Vaporeon is better utilized for defending gyms then attacking and everyone of its chargeable moves is good when defending gyms. It should be noted, water pulse is very difficult to deal with when fighting Vaporeons with said move at defending gyms, because of the fact they seem to use it almost at will without stop which can be very disruptive in a battle, at least in my encounters with said Pokemon. Also against certain Pokemon, water pulse can take a substantial amount of damage away. That is why in my opinion i believe your Vaporeon to be very valuable and a very good gym defender with a very underrated move. But don't take my word on it because I'm only basing this knowledge on my encounters with them at gyms, and i cant say how good they are for attacking gyms since Ive never owned one with based move.

Gonna keep it around and perhaps upgrade it more later on if I seem to have extra Eevee candies/star dust. It is, still, by far my best Pokemon.
