Overview
...oh boy. Pheromosa almost had to be a regional raid, as the majority of the world can easily farm Pheromosa down with relative ease. This is not a hard solo given the right Pokemon, mainly because it has the unfortunate misfortune of having low defense and a double weakness to the single strongest Pokemon in the game to date. Seriously; even all of our "good" counters have more than enough DPS to solo Pheromosa, with the supreme options having twice the DPS needed or more. On top of this, Pheromosa lacks coverage moves, making it straight-forward for most of its counters to outright crush it with ease.

Flying Types. Yup, that's this whole section. Well, that and maybe focus on TDO, as most of the high-TDO options can still solo Pheromosa easily.

Seriously; Mega Rayquaza has nearly 3x the necessary DPS needed to solo Pheromosa, and has the average TDO needed to take about 1/3 of Pheromosa's HP down before dropping. With luck and good dodging, it's not unthinkable that it could potentially solo Pheromosa by itself, especially during Windy weather.

Yup, Air Slash is enough. Mega Charizard Y also double-resists Bug, and has the added advantage of resisting Fighting as well, so it's definitely a valuable second-tier Mega Evolution option alongside the above.

You don't need to Mega Evolve Rayquaza to make it work here, as basic Rayqyaza is more than enough to trash Pheromosa. High attack plus Dragon Ascent is enough to make it all come together and take the top spot among the non-Mega options.

Shadow Ho-oh has one of the highest TDOs among Pheromosa's counters, and is still way above solo-worthy in terms of DPS. Hidden Power Flying is ideal, but Incinerate is still more than good enough.

Shadow Lugia is a TDO titan, and it's an outstanding option here as well. This thing can easily take the win in this raid, though it will tend to have lower TDO against Bug Type moves while double-resisting Fighting Type moves.

One of the true power-house Flying Types, Shadow Moltres is definitely still a top option for this raid. Like other Flying/Fire Types, it resists Fighting Type moves while double-resisting Bug Type moves, leaving it as an outstanding mix of DPS and TDO.
