Are movesets defined when pokemon spawn?

A recent experiment involved using multiple accounts to capture the same spawned pokemon. When each account evolved their pokemon its moveset matched movesets of its counterpart in each account. Possibly statistically acceptable on a larger set but with the eight accounts we used quite significant.
Any ideas?

  1. Me and my girlfriend CAUGHT a 91%IV eevee. We evolved it, both got Vaporeon, but mine had Water Pulse and her had Hydro Pump.
  2. Even if it is true, it won't matter much because players mostly evolve only high IV pokemons which mostly come from eggs.

Yes. The only thing differing is the pokemon level.

However if you and your friend are the same trainer level, your pokemons will have the same pokemon level too.

From what is he saying, I think that he was asking about movesets of evolved forms.
The theory was: if multiple accounts catch the same pokemon and EVOLVE it, it will get the same moveset on all accounts.
I think the the answer is: NO. All accounts have the same moveset when catching the same pokémon, but after evolution movesets are completely random.

However, It is really rare case if 8 accounts evolved the same pokémon and all of them got the same moveset.
